In December 2025, Immigration, Refugees and Citizenship Canada (IRCC) paused intake for the Home Care Worker Immigration Pilots. These programs had historically provided an important pathway for trained caregivers to enter Canada. With fewer new caregivers entering the system, families are experiencing longer wait times and fewer options.
The challenge of matching the right caregiver
The shortage becomes especially difficult when families need more than basic availability. Matching a caregiver based on
preferred language, cultural understanding, customized schedules, location, specialized skills, and compatible personality traits is essential—particularly for seniors with dementia or complex care needs. As the caregiver pool shrinks, finding the right caregiver, not just any caregiver, becomes increasingly challenging.
